During 2024, the transposition process of the EU/2018/2001 (RED II) directive was completed with the publication of the MASE ministerial decree defining the incentives on diffuse self-consumption for CACER configurations (Configurations of Self-Consumption for the Sharing of Renewable Energy), previously defined and regulated through the publication of the TIAD (Testo Integrato Autoconsumo Diffuso). The completion of this path has led to the establishment of the first Renewable Energy Communities (RECs), promoted by public and private actors, who intend to operate in a relevant territorial scope (starting from the areas underlying the primary substations, to the market area). These experiences have a high degree of concreteness and are able to generate relevant energy, social and environmental impacts for their members and for the country system as a whole.

RSE has developed in the three-year System Research 2022-24 a mapping of the ERCs launched in the reporting period, with the intent on the one hand to generate a snapshot of how the communities are spreading at the Italian level, and on the other, to understand what are the prevailing organizational models, the technologies used, the role of institutions and intermediate bodies and, more generally, of all the stakeholders involved. During the conference, after a brief presentation of the mapping work, the activities carried out by the GSE, the regions, trade associations, and environmental associations will then be highlighted, so that CERs spread effectively and are an effective tool for promoting the energy transition.
