Power of differentiated autonomy and the relationship between state and regions in the energy sector in Italy

The reform of Title V of the Constitution introduced shared energy management between the state and the regions. This implies that the state establishes general criteria and policy directions, while the regions are in charge of doing the detailed regulation. However, this arrangement has some critical issues, especially in the relationship between the central state and the regions, creating conflicts that, as already observed in some regions, hinder an orderly development of the energy sector. Therefore, the conference will focus on the analysis of these issues and possible solutions to make the energy competence more functional in achieving the objectives assumed by our country.
