Italian building sector is responsible for 20% of national greenhouse gas emissions. Despite the decade-long presence of incentives for improving energy efficiency in residential buildings, emission levels have remained almost stable. With this trend, the sector will not achieve the emission targets set at the European level, risking the country’s exposure to infringement procedures and costs for public finances. Beyond energy efficiency measures, it is essential to promote a reduction in natural gas consumption - currently the main energy source - through the electrification of final energy uses. In light of the implementation of the Energy Performance of Buildings Directive (EPBD), Italy will need to revise its incentive framework to support energy efficiency.

Starting from the presentation of a scenario for the implementation of the EPBD Directive and its socio-economic implications, the debate aims to provide a platform for dialogue with key stakeholders in the sector. The goal is to reflect on the barriers and opportunities associated with the electrification of final energy uses, with a view to balancing sustainability, security, and the competitiveness.
