EPBD implementation: what development opportunities from climate policies for the civil sector.

The civilian sector is responsible for 20% of national greenhouse gas emissions. By 2030 these emissions must be reduced by at least 23 percent (compared to 2022 from National Energy and Climate Plan, PNIEC 2024).
Despite the decades-long presence of incentives to encourage energy efficiency in homes, the emissions trend remains almost stable. If the sector maintained this trend, it would fail to meet the binding reduction targets set at the European level, with the risk of exposing the country to infringement procedures and costs for public finance. In addition to energy efficiency interventions, in fact, it would be essential to encourage a reduction in the consumption of natural gas - today the main source of energy - through the electrification of final consumption. In view of the transposition of the Energy Performance of Buildings Directive (EPBD - Case Green), Italy will have to include a review of the incentive framework in favor of the necessary shift of consumption to electric.
Starting from the presentation of a scenario of the implementation of the EPBD Directive and its socio-economic implications, the debate aims to offer a moment of confrontation for the main stakeholders of the sector, for a reflection on the barriers and opportunities arising from the electrification of final consumption in the civil sector, with a view to declining sustainability, with security and competitiveness of the country system.
